Sometimes a 'File In Use' popup appears when opening Word/Excel/PowerPoint Documents from VBM. This is not a VBM message.
Whenever Office opens a document, spreadsheet or presentation Windows puts a lock on the file so that only be edited by one person. If the file was closed incorrectly or still open when you shutdown your computer the lock is not released by Windows.
Call your IT helpdesk to resolve the problem.
